“We have people who are moving over to NAVFAC (Naval Facilities Engineering and Systems Command). Our salaries are competitive – close, but they’re going to get 25% cost of living allowance, they’re going to be able to buy their gas on-base at $3. They’re going to be able to go to the Exchange and they’re going to get the federal retirement as well. The GovGuam Retirement at one point for many people in the past they could retire at 85%. It was a great retirement plan; it was competitive. It’s not the same retirement plan for people now.”
—Chief Justice Robert J. Torres of the Supreme Court of Guam, during an Oct. 25 Journal interview. “See law and orders” on the Front Page. Torres was talking about the challenges of retaining judiciary staff due to payment and benefits.
