Capt. David Sare, commanding officer, Resident Officer in Charge of Construction Marine Corps Marianas, salutes Rear Adm. Lester Ortiz, deputy fleet engineer, Naval Facilities Engineering Systems Command Pacific, during a ceremony at Marine Corps Base Camp Blaz on June 9. Sare, formerly the executive officer of Officer in Charge of Construction Marine Corps Marianas, assumed command of the newly established command, following the disestablishment of Officer in Charge of Construction, Marine Corps Marianas.
Capt. Blake E. Burket, commanding officer, Officer in Charge of Construction Marine Corps Marianas, concluded the command's mission and transferred responsibility for ongoing construction oversight to the Resident Officer in Charge of Construction, Marine Corps Marianas. The ROCCMCM will be led by Capt. David Sare, formerly the executive officer of the disestablished OICC.
The OICC was disestablished following a decade of overseeing military construction projects supporting Marine Corps Base Camp Blaz and other installations across Guam.
In 2025 the OICC had 130 non-military personnel, about 70% of which were “Guam locals,” the OICC said at the time. According to Naval Facilities Engineering and Systems Command Marianas, some of those employees have moved to NAVFAC Marianas.
Burket, who spent six years in Guam, now heads to Hawaii. mbj
