Moylan called attention to Guam’s unique economic struggles, including high costs of goods and limited access to affordable air travel, exacerbated by its remote location. He emphasized the need for policy changes like Jones Act waivers and allowing foreign carriers to operate domestic flights to Guam, which he believes would significantly reduce prices and boost the local economy.
“Guam’s distance from the continental United States actively hurts our community and military families with the cost of air travel,” Moylan wrote. “By allowing foreign carriers from certain Pacific countries to operate domestic flights, Guam’s economy will benefit significantly, with more jobs and tourism to boost our industries and quality of life.”
The executive order, signed on January 20, outlines measures to lower costs for housing, healthcare, appliances, and energy, while also rolling back regulations that burden industries and consumers. Moylan’s letter highlighted the potential benefits of including Guam, particularly in reducing shipping costs under the Jones Act.
“In helping us achieve this waiver and other Jones Act exceptions for Guam, your administration can provide for Americans who have been forgotten about for the past four years,” Moylan wrote.
The executive order would require federal agencies to identify and address regulations inflating prices. The broader goals include restoring purchasing power for families, creating jobs, and reducing government overreach. Moylan expressed optimism that the policy could address longstanding inequities for Guam and other territories.
Moylan said, “For the U.S. military and business assets in Guam, your assistance in leveling the playing field for Guam and the rest of the United States is paramount to a strong society.”
