MaPaul Ma has joined BG Investment Services LLC as its chief strategist.
He was previously lead portfolio strategist at Fidelity Investments for 11 years, and prior to that, spent more than a decade as a portfolio manager with leading financial firms including BlackRock and SunAmerica.
Ma holds a 1992 bachelor’s in chemistry from Harvard University and a 1998 master’s in financial engineering from the Massachusetts Institute of Technology, is a chartered financial analyst and holds Series 7, 24 and 66 licenses from the Financial Industry Regulatory Authority.
LeddyPhillip Leddy II has been appointed vice president of the Guam Chamber of Commerce.
He formerly was director of sales, marketing, and business development at Guam Copier, and previously served as executive director at Action PAC Inc., a political action committee associated with the Guam Chamber.
Leddy’s appointments include lead Lexus sales consultant and Toyota sales consultant at Atkins Kroll Inc. and also worked in underwriting, client service, and retention at AM Insurance. Leddy holds a 2010 sub-agent license in property and casualty insurance from the University of Guam, as well as certifications in occupational and federal safety programs and fire risk assessment.
He also holds a 2004 advanced academic diploma from Wilshire Community College.
PelletierDaylin Pelletier has been appointed proposal manager in Guam for the Kīnā‘ole Family of Companies. The Kīnā'ole family of companies is a team of SBA-certified native Hawaiian owned 8(a) contracting companies.
Pelletier previously served as deputy director of communications at the Office of the Governor of Guam from July 2022 to June 2026. Prior to that, he was an extension associate at the University of Guam College of Natural and Applied Sciences, and founder and lead videographer for Inspired Films Hawaii.
Pelletier holds a bachelor’s in communications from the University of Hawaii at Manoa.

Under Endo’s leadership, the Rotary Club is launching a three-year strategic initiative titled “Wellness Through Rotary” in collaboration with Rotarians Philip Hagen, operations manager at Pacific Pest Control and Tae S. Oh, president, Alupang Apartments Corp.; vice president, Vantage Advertising; and managing partner, PSI Holdings.
CarlsonLester L. Carlson Jr., director of the Bureau of Budget and Management Research, received the Gloria Timmer Award from the National Association of State Budget Officers on July 27 during the 2026 NASBO Annual Meeting Awards Dinner in Philadelphia.
Carlson is the first recipient from Guam to receive a NASBO award. Considered NASBO's highest honor for its members, the award recognizes budget officers for making a significant and positive impact on the financial condition of their state or territory.
Carlson was also recognized for advancing Guam's inclusion at a national level and introducing NASBO to the Northern Mariana Islands Budget Office.
