Guam company awarded ship repair contract, joins multiple award contract
Blue Steel Marine LLC of Talofofo was awarded a $249 million contract for ship repair of Military Sealift Command vessels according to a March 19 release from the U.S. Department of War.
The award of the firm-fixed-price, indefinite-delivery/indefinite-quantity contract “represents a rolling admission to a previously awarded multiple-award contract,” with a completion date of November 2027, according to the release.
The contract is a HUBZone set aside with two proposals received and the ward was made by the Military Sealift Command in Norfolk, Va.

Blue Steel Marine’s managing director is Krystle Merfalen, who has been with the company since 2025. She previously held a variety of related positions, to include those with Cabras Marine Corp. Merfalen holds a bachelor’s of business administration from American InterContinental University headquartered in Schaumburg, Ill.
The Guam General Ship Repair 2022-2027 is a $249 million, five-year multiple-award master contract awarded by the Military Sealift Command to HUBZone-certified small businesses. The contract provides comprehensive repair services to support Military Sealift Command and other U.S government vessels operating in or transiting through Guam.
Awards issued range from under $10,000 to more than $30 million. Primary contractors include Cabras Marine Corp., and Guam Industrial Services Inc., which does business as the Guam Shipyard, plus Seafix Inc. and Ambyth Shipping & Trading Inc. mbj
