TOKYO — The expansion of operations at the two main airports that serve the Japanese capital in the run-up to the Tokyo Olympic Games in 2020 means that low-cost carriers will be given new opportunities to launch routes to more destinations from Japan — potentially including Guam and Saipan — although aviation analysts suggest that competition between destinations to attract additional travelers is going to be fierce.
