TOKYO — A candidate in favor of the transfer of U.S. troops from Futenma Air Station to an enlarged facility in Okinawa Prefecture has won a critical mayoral election, suggesting that the long-delayed move may finally go ahead.
Taketoyo Toguchi defeated the incumbent mayor of Nago, Susumu Inamine, in a surprising outcome to the Feb. 4 vote. The national government will hope that the result will be repeated on a prefecture-wide scale when the election . . .
