The U.S. Department of Transportation and the Maritime Administration said that Matson Navigation Co.’s petition challenging federal subsidies granted to American President Lines for Guam and Saipan trade routes as part of the Maritime Security Program must be rejected for lack of jurisdiction, in a brief filed on Jan. 12 with the U.S. Court of Appeals for the District of Columbia Circuit.

             The Maritime Security Program establishes a fleet of privately owned vessels “to meet national defense . . .
