WASHINGTON, D.C. — U.S. Secretary of the Treasury Steven Mnuchin sent a letter to the Council of the European Union protesting the EU’s inclusion of Guam and American Samoa in a Dec. 5 document that lists areas that have not taken adequate measures to prevent tax fraud and tax evasion. The letter states that “as territories of the United States, American Samoa and Guam participate in the international community through the United States … Therefore, American Samoa, Guam and other U.S. territories are already subject to the monitoring of the implementation of international tax standards.”
