Doing business with ease: US companies take advantage of lax licensing in Guam

Despite efforts by the Guam Department of Revenue and Taxation and federal contracting agencies to enforce licensing and registration of companies doing business on Guam, around 60% of off-island companies awarded federal contracts totaling more than $1 million in fiscal 2016 do not have current business licenses or contractor’s licenses on Guam.
