Christmas is here, and Guam has quite the package unwrapped under the tree. On Dec. 12 President Donald J. Trump signed the fiscal 2018 National Defense Authorization Act into law, calling for $626 billion for the department’s base budget and $66 billion for operations — to include a 2.4% pay raise for military personnel.
For Guam, the act fully authorizes $354.6 million for military construction projects for Guam to support the Marine realignment and current operations. It also includes a provision in agreement to provide up to 4,000 H-2B temporary workers per year to support construction . . .
