HAGÅTÑA, Guam — The Guam Office of Public Accountability released the results of its second audit of the 12th Festival of the Pacific Arts on Dec. 11. Among its findings, OPA found that $8.5 million in cash was received, of which $8.1 million came from government appropriations and federal funds and $436,000 from donations, sponsorships, fundraising events and vendor fees. The OPA also identified $89,000 in questioned costs arising mainly from failures to comply with procurement laws and regulations . . .
