HAGÅTÑA, Guam — The Guam Office of Public Accountability decided in favor of Guam Power Authority in a protest filed against the agency’s award of a solar power project. Shanghai Electric Power Japan Co. Ltd. and Terra Energy Inc. filed their appeal on Aug. 21, claiming GPA violated its invitation for bids when it awarded a 120-megawatt solar project to Korea Electric Power Corp., LG CNS Co. Ltd.
