In October 2016, several local businesses brought their complaints to the U.S. District Court of Guam regarding the nearly 0% approval rate for petitions filed under the H-2B program since 2015. From 1995 to 2005, Guam employers brought approximately 2,000 temporary workers to the island each year under the H-2B program. The average approval rate for H-2B petitions during that 10-year period was nearly 100%.
