CAPITOL HILL, Saipan — The U.S. General Services Administration and the U.S. District Court for the Northern Mariana Islands joined Marianas Management Corp. on Gualo Rai Road in Garapan at a groundbreaking ceremony to mark the start of construction for a new U.S. courthouse in Saipan on Dec. 7.
