District Court of Guam Magistrate Judge Joaquin V.E. Manibusan Jr. issued a report and recommendation on Aug. 11 advising the chief judge to deny a motion for preliminary injunction filed by Guam Contractors Association and other local businesses in a lawsuit protesting U.S. Citizenship and Immigration Services’ sudden denial of H-2B visa petitions.
The recommendations states, “… although some plaintiffs have shown that they are likely to suffer irreparable harm in the absence of a preliminary injunction, and that the balance of equities and the public interest appears to tip in favor of the plaintiffs, the court finds . . .
