Since its creation by Guam law in 2011, the Invasive Species Council continues to slowly work toward its foundational goals of implementing fees and coordinating efforts to halt the spread of invasive species.
In addition to the Invasive Species Council, P.L. 31-43 also created a Biosecurity Division, which is tasked with serving as the secretary of the council, and established the Invasive Species Fund to recruit and hire a territorial invasive species coordinator, provide staff for the Biosecurity Division to inspect, quarantine and eradicate invasive species contained in any freight . . .
