TAMUNING, Guam — Although there were two scheduled board meetings for the Guam Contractors License Board in June, the board did not meet until July 5 because of a lack of quorum. The meeting prior to July 5 was on May 24, when Marian Pizarro was elected chairwoman of the board after nine months of the seat being vacant. The seven-member board has had only five members . . .
