Air Seoul receives foreign air carrier permit to fly to Guam

           WASHINGTON, D.C. — Air Seoul Inc., a Seoul-based low-cost carrier planning on operating scheduled service between Seoul, South Korea and Guam on or about Sept. 17, received its foreign air carrier permit from the U.S. Department of Transportation on May 22. 

           Air Seoul will be the fifth carrier to offer nonstop . . .
