Hearings and cases of a board crucial to the construction industry have been delayed due to an incomplete board membership and lack of quorum at meetings. The Guam Contractors License Board, a seven-member board, has had only five members since former chairman, Reilly Ridgell, resigned in September and did not hold meetings between August and January as non-attendance of some members resulted in a lack of quorum.
