TUMON, Guam — Esther Kia’aina, former assistant secretary at the U.S. Department of the Interior’s Office of Insular Affairs, spoke on “what leaders can do to advocate for Guam” at the Bank of Guam’s Economic Forum on April 20 at the Dusit Thani Guam Resort.
She told the audience, “Federal strategy is important as the federal government — through the applicability or inapplicability of federal laws and relations — will continue to be the greatest external factor impacting Guam’s economic development.”  . . .
