Employers in Guam are familiar with the worksite inspection of H-2B workers, particularly at construction job sites. Before the current H-2B visa crisis, Guam Department of Labor often joined forces with Immigration & Customs Enforcement officers to conduct weekly inspections, mostly at construction worksites, to detect visa fraud. However, seldom did businesses in Guam or the Northern Mariana Islands get inspected for H-1B visa fraud. This may soon change.
