MAJURO, Marshall Islands — A Hong Kong–based company, which since October had been promoting an “investment-for-Marshall-Islands-passports” scheme, was ordered by Marshall Islands officials to cease operations in March. The directive by Foreign Minister John Silk came within days of Silk and other government officials learning of the scheme in mid-March.
What Silk described as “a scam” came to light with the circulation of a Chinese language flyer promoting the passport selling scheme and a website of the Hong Kong company advertising the program.
