The opening of new luxury hotels on Guam and Saipan raises the question of what determines hotel grade and how hotels are rated.
The 26-story Tsubaki Tower, under construction and scheduled to open in 2019, has been described as “a more than five-star hotel,” and even “a seven-star hotel,” by Shigeru Sato, president of the hotel developer Ken Corp. Ltd.
