The nine-mile cross-island road project in Saipan is in its third and final phase. Following delays due to design changes, the Isa Drive road improvement project — which stretches from the various government offices on Capitol Hill to Northern Marianas College — is now expected to be complete on Oct. 25. The project was originally bid for $6.8 million with the performance time of 330 calendar days, to have been completed by May 1.
