Let me at the outset congratulate [Pacific International Inc.] and the Kramer family for fulfilling the long-held ambition to have a net repair and onshore repair facilities to support the purse seine tuna industry of the Marshall Islands and the [Parties to the Nauru Agreement] region. It is also fulfilling the founding president [Amata Kabua]’s aspirations, wherein he envisioned establishing the Marshall Islands as a service center for the tuna fisheries of the Western and Central Pacific. He understood that Marshall Islands waters were not as productive as its neighbors but it could look to explore . . .
