WASHINGTON, D.C. — U.S. Special Representative Esther Kia’aina and the Northern Mariana Islands Special Representative, Gov. Ralph D.L.G. Torres, recommended the creation of a CNMI/DoD Coordinating Council as part of the 902 Consultations reported to Congress on Jan. 17. The council would institutionalize a process and improve communications and relations between DOD and the NMI, addressing concerns of the NMI that conversations with DOD should take place outside and beyond the required environmental analysis processes.
