The number of building permits awarded on Guam has increased substantially over the past six years, up 163% since 2011 and 32% since 2015. A total of 1,332 permits were awarded in 2016, ranging from simple improvements to new construction and from residential to commercial investments.
Comprising 39% of building permits awarded in 2016 were solar panel installations. Although the average cost of installing solar in a residential building in mid-2016 was $25,000 to $35,000, incentives such as a 30% tax credit, affordable financing and the resulting low . . .
