I was mystified when a friend texted me on Jan. 15 that Speaker BJ Cruz had introduced an anti-redheaded bill.
Well, not exactly.
The bill, in fact, focuses on the Tobacco Fund and the tax monies in it. But there is mention of the fund being treated like “a red-headed stepchild.”
The quaint and historical expression, in fact, refers to a child who has no corresponding coloring to its parents and is likened to a cuckoo in the family nest.
Not that there’s anything wrong with being a stepchild. …
