HAGÅTÑA, Guam — Trans Steel Management filed an appeal on Dec. 15 for the Guam Power Authority’s denial of procurement protest. The initial protest was filed on Oct. 28, and GPA issued the denial on Dec. 1. Trans Steel Management stated in its appeal that the denial letter did not have sufficient explanation.
GPA’s denial indicated that Trans Steel management bided below the required minimum bid amount, but Trans Steel Management wrote in its appeal that it was not advised of the salvage minimum bid of $10,000 . . .
