WASHINGTON, D.C. — The U.S. Senate did not pass House Rule 6401, the legislation proposing to increase CW nonimmigrant worker permits in the Northern Mariana Islands for 2017. The bill was passed in the House to return the CW cap to the 2013 level of 15,000 for one year, but a hold on all bills in the Senate by Sen.
