HAGÅTÑA, Guam — ST Corp. filed an appeal with the Office of Public Accountability on Nov. 28 against General Services Agency for the Nov. 14 denial of its protest against Bid No. GSA-118-16. The Invitation for Bid, originally opened on Oct. 28, sought proposals to provide GSA with various “janitorial and hardware supplies.”
ST Corp. argued in its protest that on Oct. 24, GSA issued an amendment to the IFB that significantly altered the nature of the products to be submitted. Amendment No. 7 required products to individually be “imprinted/embossed/watermarked with ‘Property of GovGuam.’” ST . . .
