TOKYO — Japan has filed an official protest with the Chinese embassy in Tokyo after flames were spotted at 12 offshore gas rigs in the East China Sea. China has sited 16 rigs close to the media line that separates the two nations’ water, but talks on joint development of the natural resources in the region — first agreed in 2008 — have stalled. Tokyo opposes Chinese operations to extract gas because the demarcation line between the two nations has not been agreed and the Chinese rigs may be taking resources from the Japanese side of the line . . .
