MAJURO, Marshall Islands — An exchange of letters between Guam Gov. Edward B. Calvo and officials of the Federated States of Micronesia in recent weeks has raised the rhetoric level to the boiling point regarding “deportations” of convicted criminals from Guam.

After Guam-based FSM Consul Robert Ruecho informed Calvo recently he would no longer confirm the citizenship of convicts serving prison time whose sentences Calvo has been commuting in exchange for their immediate departure from Guam, Calvo issued a two-page letter to FSM President Peter Christian in early September taking issue with Ruecho . . .
