Only on Guam: Pondering Guam’s unique election ballot procedures

The ubiquitous yard signs and TV commercials make it impossible to forget that yet another Guam election is approaching. Time again to take stock of the rather unique, and even bizarre, manner in which we purport to select our representatives.

The Guam election ballot asks voters to select up to 15 Senatorial candidates. Guam appears to be the only jurisdiction under the American flag in which all members of the legislature are elected at-large in this manner.
