IP&E appeals denied protest of GWA fuel procurement

BARRIGADA, Guam — IP&E Holdings LLC filed an appeal on Sept. 21 with the Office of Public Accountability regarding the Guam Waterworks Authority’s denial of IP&E’s protest of an award to supply diesel fuel oil No. 2 and automotive gasoline for GWA transportation fleet and heavy equipment.

Around Aug. 8 GWA issued an invitation for bid for the procurement of 50,000 gallons of diesel and 115,000 gallons of automotive fuel for the GWA fleet. Bid opening was initially scheduled Aug. 25 but was extended by GWA to Sept. 7, after which GWA issued . . .
