Before coming to Guam in 1996 Tomas David Borja general manager of Beacon Construction Co. was hired as an administrative manager for a Philippine newspaper - the now defunct Manila Chronicle - to "clean up"" theft and corruption within the company. After terminating most of the officers and receiving death threats the president of the company had advised Borja to leave the company for safety reasons and informed him of a job opportunity in Guam . . .
