For many of Guam's businesses 2010 will likely be remembered as an improvement over the last few years when mere survival was the measure of success. While last year may have been better many experienced 2010 as an exercise in patience as the dislocations wrought by the military buildup particularly infrastructure improvements and continuing uncertainties as to just when the funds would flow worked themselves out slowly . . .
