Guam Community College's Office of Continuing Education is offering an EPA Certified Renovator course on two weekend days Aug. 7 and 14 to enable construction firms to have their workers certified to be in compliance with a new federal regulation enacted April 22 by the U.S. Environmental Protection Agency. The federal EPA regulation stipulates that anyone who "disturbs lead-based paint in target housing or child-occupied facilities built prior to 1978 be certified and use lead-safe work practices or face harsh civil or criminal penalties . . .
