A nine-year-old dispute between the Port Authority of Guam and Guam YTK Corp. continues to work its way through the arbitration process. The saga began with a "Development Agreement and Lease"" entered into on Dec. 14 2001 that required YTK to develop - within six-and- a-half years of the approval of the lease by the Guam legislature - a full-service fisheries facility on the 12 000-square-meter Hotel Wharf area at the port. The land remains undeveloped but the reasons and respective responsibilities of the parties involved are points of contention . . .
