We remain supportive of the military buildup on Guam but it is past time to come up with a more realistic timetable. The 2014 deadline for the Marine relocation was an obvious challenge from the start; however the date had been set by agreement between the two nations and we believe it remained set only because it could only be changed through new negotiations at high diplomatic levels. The difficulties involved with orchestrating such a large program in such a short period of time are becoming more apparent all the time . . .
