Even without the military buildup the island's roads have needed work. Potholes and degraded lane markings have been ongoing hazards and increased traffic snarls many sections of our roadway during the morning and evening rush hours. The recent draft environmental impact statement was quite clear that one of the significant impacts of the military buildup will be an increase in traffic on our island's roads.
