Congresswoman Madeleine Z. Bordallo Guam's delegate to Congress addressed the Rotary Club of Guam last week and called on the "silent majority"" to be heard. She believes that the public discussion has been so decidedly one-sided against the military buildup that the time has come for those that are in support to step forward.
