As projects to accommodate the relocation of 8 000 Marines and their 9 000 dependents to Guam are being planned it is anticipated that about 20 000 contract workers from off island will be needed to develop and construct facilities and infrastructure. Companies who will be employing foreign workers particularly those with H2 visas have been in talks with health insurance carriers on Guam about providing coverage for them . . .
