Freedom (of information) isn’t free

Recently a local newspaper ran a piece instructing citizens on how to file their own "freedom of information"" requests for documents from the local and federal governments. The article extolled the virtues of the Guam ""Sunshine Act"" and explained how the statutory right to compel production of public documents was key to government accountability . . .
