CAPITOL HILL Saipan - Although the goal of economic recovery has been thwarted as the Northern Mariana Islands faced a "perfect financial storm"" over the last three years Gov. Benigno R. Fitial said that he believes his administration has weathered the storm and is looking forward to continuing its work in the future. Before the legislature on May 27 Governor Fitial delivered his State of the Commonwealth Address in which he talked about financial crises and how the Fitial administration has responded to the challenges . . .
