TUMON Guam - The Navy's fiscal year 2010 program includes $321 million in direct Japanese cash contribution for projects related to the Marine relocation. Those projects include site work and utilities at the soon-to-be Marines' main base at Finegayan a contractors' gate for work on the north ramp at Andersen Air Force Base and the utilities on Apra Harbor wharf improvement projects according to Capt.
