TOKYO - After being voted down by the opposition-controlled upper house of the Japanese Parliament on May 13 the Japanese government rammed through an accord that commits Tokyo and Washington to going ahead with the transfer of 8 000 United States Marines from Okinawa to Guam.The ruling Liberal Democratic Party of Japan was forced to resort to applying the constitutional superiority of the lower chamber the House of Representatives after the Democratic Party of Japan and other opposition parties refused to support the agreement . . .
