SANTA RITA Guam - The Navy announced on April 30 that it has awarded a $53.79 million contract to Hensel Phelps Construction Co. of Greeley Colo. for the design and construction of new Bachelor Enlisted Quarters at Naval Base Guam. It is a firm fixed price contract according to a Department of Defense release. The project has been designed with U.S. Green Building Council LEED gold-certified considerations according to Capt.
