The ongoing saga of the Ordot dump and the Layon landfill continues to astonish us. The basics are too well-known - the Ordot dump is an environmental blight and is running out of space; after decades of inaction the local government agreed to a federal court-imposed timetable to close Ordot; after additional years of inaction the court is enforcing that order. We are now faced with the prospect of government layoffs and service cutbacks in order for the government to meet the $993 700 weekly fines imposed on it by the District Court . . .
